Circumstances Unknown.

In 2017, dozens of young Vietnamese boys of similar age and demographics suddenly disappeared without a trace (IB Times).

Many, though not all, were reported to be minor illegal immigrants smuggled into the country and then placed temporarily in government care upon arrival before vanishing a few days or weeks later. Reports of their disappearances tended to have the same pattern — Child told their caregiver they planned to leave for a brief walk but never returned.

Whether there is some relation between the disappearance and their care facilities is not clear, though at the least it appears proper care was not taken to ensure the children’s safety. Many have posited that the children are being caught up into an illicit trafficking ring with many being trapped in either sex/drug trafficking or slave labor in low-skilled operations (salons, restaurants, etc).

Hoang Hai has not been absolutely identified as one of these, but his circumstances are not listed and he matches all the other factors (age, gender, demographics).
